Pencil works well here if you plan to write inside the center and may want to erase drafts before inking your final text. The border bands themselves are narrow, so a fine liner in 0.3 or 0.4 mm stays clean without flooding the looped ring details. Ink bleed is unlikely on standard copy paper, but the fan motifs along the outer edge are dense enough that a wet gel pen tip may cause slight feathering there.

Cardstock in the 65 to 80 lb range keeps the fan border crisp and gives the page enough body to stand up on a display easel or inside a frame.
